About the RCMP Facility Expansion
The West Shore RCMP serves the rapidly growing communities of Langford, Colwood, View Royal, Metchosin, Highlands, Songhees First Nation, and Esquimalt First Nation. To ensure the police force can continue to serve this growing population, the municipalities are exploring options to expand the West Shore RCMP facility.The 1966 facility was expanded in the late 1990s, serving a population of approximately 47,000 people (1999 census). The 1990s expansion was expected to meet the needs of the RCMP for 12-15 years. Since then, the West Shore region has experienced significant growth and is now home to more than 85,000 people (2021 census). This has resulted in higher demands for police services and staffing.
Expansion of the facility is proposed to support the RCMP to operate efficiently and continue to provide a high level of community safety service by addressing the following constraints:
- Rapid Population Growth: The population increase in the communities across the West Shore has created the need to hire additional officers, which has put a demand on the building’s capacity.
- Space Limitations: The current facility provides 37,000 sq ft for 174 RCMP Officers, support staff, equipment, and vehicles. That number is forecasted to grow by five to seven staff each year to serve our growing population. Temporary overflow spaces have been secured, but these are short-term solutions.
- Operational Challenges: Without expansion, the current facility will not meet the current and future policing needs of the community effectively.
The project is using an Integrated Project Delivery (IPD) model. This approach brings together architects, engineers, local trades, the RCMP and municipal representatives in a collaborative process to ensure the best outcomes. The focus is on shared goals, transparent decision-making, and efficient use of funds.
- Pre-Validation Phase (Complete): Initial steps included securing overflow detachment space, determining the project budget, and selecting project partners like architects and contractors.
- Validation Phase (January–December 2025): This phase will refine the project scope, budget, and design through collaborative workshops and determine whether the project will proceed.
- Contingent upon Validation - Detailed Design (2026): Finalizing the building design with input from all partners.
- Contingent upon Validation - Construction (2026–2029): Demolition of the 1960s portion of the facility, site preparation, and construction of an expanded facility.
Borrowing to fund the proposed facility expansion is being facilitated through a partnership with the Capital Regional District (CRD). Borrowing for this project will extend over a period of 25 years.
What does this mean for View Royal?
View Royal is committed to protecting public safety in our community in the most fiscally responsible way, while meeting our contractual obligations to the RCMP to provide an adequate facility. The current West Shore RCMP facility was expanded in 1999 to allow for 12-15 years of population growth. Another expansion is planned to accommodate 25 years of population growth. The proposed project has a construction budget of $87.5 million plus up to $15.5 million in contingency, land acquisition, insurance, and project management costs. Project funding will be managed collaboratively across the three facility owner municipalities through the Capital Regional District (CRD).
At its November 12, 2025, meeting, the CRD Board gave the first three readings to two bylaws that would support the expansion of the West Shore RCMP facility. The bylaws include a Service Establishment Bylaw that creates a sub-regional service between the Owner Groups for the purpose of the new building, and a Loan Authorization Bylaw that permits up to $103 million in borrowing for construction. At the December 2, 2025, Council meeting, View Royal gave Council consent for the CRD Board to adopt both bylaws.
What are the next steps?
The team of architects, engineers, and trades continue to validate whether the project can be delivered within the base target cost of $87.5M while meeting the Owner Group's conditions of satisfaction. If the project is validated as feasible, the View Royal, Langford, and Colwood Councils will each decide whether to proceed with the project.
View Royal, Langford, and Colwood will receive the validation report on December 19, 2025 and aim to present it to their respective Councils in early January.
